For the Real Estate Industry 

While the primary mission of the Office of the Tenant Advocate (OTA) is to serve tenants, OTA also provides information to those in the real estate industry to help them understand their rights and duties in the District of Columbia.

Rental Accommodations Division

The Rental Accommodations Division (RAD), which is part of the Housing Regulation Administration (HRA) within the Department of Housing and Community Development, is responsible for administering the Act. The head of the RAD is the Rent Administrator. A separate, three-member Rental Housing Commission (RHC) writes regulations under the Act. The RHC is also the first level of appeal -- and the only administrative level of appeal -- of Rent Administrator decisions.  A decision of the RHC can be appealed to the DC Court of Appeals.

Basic Business License Requirements

Businesses that provide housing rentals in the District of Columbia are required by law to apply for a Basic Business License (BBL). This includes apartment buildings, rooming houses, and rental homes/basement apartments.
