Senate Approves Fiscal Year 2019 THUD Appropriations Bill

On August 1, 2018, the Senate overwhelmingly approved its Fiscal Year (FY) 2019 Transportation, Housing, and Urban Development (THUD) Appropriations Bill. The bill provides a total of $44.5 billion in net discretionary spending for critical HUD programs, including the Community Development Block Grant (CDBG) Program and the HOME Investment Partnerships Program. This represents a 4 percent increase over FY 2018 levels and approximately $12 billion more than the President’s FY19 request and $900 million more than the House bill. The Senate approved bill now has to be reconciled with companion legislation pending in the House. According to Senate Majority Leader Mitch McConnell (R-KY), the President is expected to receive the final FY19 spending bills for review after Labor Day. However, if Congress and the President cannot reach an agreement by September 30th, Congress will need to consider a stopgap spending measure to avoid a government shutdown.
